Axe of Fechmar Damage incorrect.

While using Axe of Fechmar I hit monsters for about 3 damage.
when I switch to a little Dagger with +20 damage modifier i'm hitting them for about 40 damage.
The axe raises my character damage by a good amount more than the dagger. can anyone tell me why the axe does so little? I'm afraid it's only registering the axes cold damage of 3 freeze damage.

(Further observation) Doesn't just seem to be the axe of fechmar, oddly any weapon i equip has me dealing 2-3 damage.. all but this dagger.
