Do not attack another player with a skill that is not Concentrate, Zeal, Jab or Fury

Wolfhowl provides Feral Rage, as someone who enjoys wolfbarbs, this is extremely limiting. Does this also restrict me to not attacking at all? As I notice Basic Attack isn't listed either.
