Where to farm trag set

I got three pieces from joining public inferno cows, but I can't seem to get the rest of the pieces on my own. I'm trying the hell cows with no luck. Should I advance to act 5 and farm belial? All the special monsters are pretty tough to beat. I feel like I need the set to advance further. Thanks.

Hell cows should be the best / easiest route honestly, but you could always be old fashioned and farm Mephisto! If you can manage to clear Plaguelands that's a possibility as well.
