that's a windows installer error

Do you have the installer service running? It could also be due to another program running and not allowing the launcher to complete a required process.

Let me know if you have disabled anything that might mess with the installer process used by windows.

P.S. When posting an error, could you translate it to english? Most users capable of helping most likely aren't fluent in Russian.
