New Skill tab on normal item

Hello!
i wonder if new skill tab can procs on claw for assa or shield for necro... i never saw them so is it me that is unlucky or they cant ?

for example bone spear on nec shield?

u meant new skills? skill tab is psn and bones / curses / summoning, so there is no "new" skill tabs

i mean maelstrom, flip this kind of stuff
