Probably a dumb question, but have you tried completely reinstalling the game? Like delete the entire folder and redownload the full installer.

Going to have to agree on this one. Unfortunately no one wants to hear that but that could possibly work. I had a lot of issues as well and when I did a FULL wipe and reinstalled it, game worked great!
