Yes, It should have offered to repair it. If not, simply go into programs and features and uninstall the Microsoft .NET Framework 4.0, then re-run that file. Theres definitely something damaged on your computer.

I'll post it here since the post http://annihilus.net/showthread.php?t=12703 is referring here.
The issue is most certainly due to a missing registry key, some are taken for granted by developers and i have a quite certain belief that this is a custom made launcher in.... C#?

TL;DR:
Add the registry key "Fullscreen" to the regedit-folder "HKEY_CURRENT_USER\Software\Blizzard Entertainment\Diablo II" as a text value (string), as shown below:

1. Open the registry and go to HKEY_CURRENT_USER\Software\Blizzard Entertainment\Diablo II
2. Right click any white space that doesn't have a row
3. A menu will appear
4. New
5. String value (i think it becomes?) (2nd choice atleast..)
6. Name it "Fullscreen"
7. Give it a value of 1
8. Ok, done save it

This will solve the error until you reinstall/remove and then add the game again. This is a miss probably made when implementing the .reg file Game, perhaps you guys could add it?
