I think adding in act 2 quests is a good idea, and lowering the points from rare/unique/set items would be a good change, and adding a 1 hour limit instead of 45 minutes.
Maybe also additional points based on what level you are as well.

That way its based on wisdom of players wich quest to do and wich not.
