Yes. Items cannot really be nerfed as it will not affect existing items, but skills have been changed and certain items have been buffed to keep up with others of the same tier.

If all goes as planned, 4.1 will launch on Friday, sorry It may have possibly been ready today, but I like to give myself some breathing room and have time to make proper preparations.
