It still drops from Azathoth inside R'lyeh and a small chance from normal mobs in R'lyeh, just not from Azathoth in the Crucible.

I killed Azathoth a few times, 4 or 5, and didnt get a cache. Even with 9-10 chars in game, just he has dropped some rare items but no caches.

they do drop, but i can give u a pro tip=clear all ryleh and hork bodies.
